General Conditions:
1. The above posts shall carry usual allowances admissible to Central Government employees, as made applicable to CSIR employees of the same status stationed at Lucknow.
2. In addition to the usual pay & allowances as admissible to the council employees, other benefits such as Leave Travel Concession and reimbursement of medical expenses are also available as per rules.
3. All Scientists in Pay Band-3 and Pay Band-4 will receive 2 additional increments over their normal pay. These increments will not be treated as part of the pay for any purpose and will remain constant during entire period of residency in the grade. Besides, Professional Update Allowance of Rs. 10000/- per annum and 20,000/- per annum will be payable to the Scientists in PB-3 (Rs.15600-39100) and PB-4 (Rs.37400-67000) respectively.
4. Scientists are entitled for career advancement on the basis of Flexible Complementing Scheme of CSIR.
5. Candidates on appointment will be governed by new pension scheme of Central Government effective from 01-01-2004. However candidates working prior to 01-01-2004 in other Departments/Autonomous bodies/PSUs/Central Universities having pension scheme on GOI pattern and applying through proper channel, if selected, will continue to be governed by CCS(Pension) rules, 1972.
6. The date of determining the age/experience/qualifications shall be the closing date of receipts of applications, i.e. 26.09.2011.
7. The qualification prescribed should have been obtained from recognized Universities/Institutions in the areas mentioned against each post.
8. 12. Candidates belonging to SC/ST/OBC/PWD should enclose a certificate in the prescribed form issued by the competent authority in support of their claim. Upper age limit is relaxable by 5 years in the case of SC/ST/PWD and by 03 years in the case of OBC candidates for the posts, which are reserved for the respective categories. The SC/ST/OBC candidates who apply against unreserved vacancies will not be eligible for age relaxation.

TERMS & CONDITIONS:

The short listed candidates will be interviewed by the Selection Committee and, based on the performance in the interview, a panel of recommended candidates will be formed. The panel shall be utilized as and when the requirement arises in the projects in the relevant field/area. Candidates have the option to interact in Hindi/English before the committee.
d) The positions are purely temporary on contract basis and co- terminus with the sponsored projects. Further the above stipend(s) is tentative and the same will be finally decided based on the availability of funds in the relevant sponsored projects.

The posts mentioned against 1(d) & 2(d) are in Salary Grade I in the pay scale of 10500 – 24500/-. In addition to the Basic Pay, DA and HRA, other benefits like Provident Fund, Gratuity, LTC, liberal medical benefits, Productivity / Performance linked incentive, Leave encashment, conveyance allowance, Superannuation benefits, Post Retirement Medical Attendance benefits, Employees’ Pension Scheme under PF, children education benefits etc. shall also be admissible as per the rules of the Corporation.

The selection methodology will comprise of Written test / Trade test and Personal Interview of short listed andidates. The candidates will have to pass through each stage for being adjudged as suitable for selection.

The application should be accompanied with a crossed Demand Draft of 100/- (Rupees One hundred only) as application fee (non-refundable) in favour of INDIAN OIL CORPORATION LTD. – PIPELINES DIVISION payable at Chennai. Money order, Postal order, Cash or any other mode of payment will not be accepted. Application ithout the application fee will be rejected without any reference to the applicant.

General Instructions:
1.
Candidates fulfilling the eligibility criteria should send their neatly hand written/typed application in the prescribed proforma on a plain paper (A-4 size), duly signed with latest passport size photo along-with Caste Certificate (if applicable). No other enclosures apart from those mentioned above are required at this stage.
2.
The cut off date for reckoning educational qualification, experience, age, etc. shall be 01/8/2011.
3.
Wherever CGPA/OGPA or letter Grade is awarded in the Diploma examination, its equivalent percentage of marks and class/division must be indicated in the application form as per the norms adopted by University/Institute.
4.
Candidates serving in Government/ Semi Government Departments / Public Sector Organizations/Local Bodies must send their application through proper channel or produce “No objection Certificate” at the time of appearing in the Test/ Interview. In case, the candidate fails to submit/ produce the certificate his/her candidature will not be considered.
5.
Candidates from SC/ST/OBC category should submit their caste certificate, in the proforma prescribed by the Govt. and issued by Competent Authority only, along with the application form, in support of their claim of belonging to SC/ST/OBC/Ex-Servicemen category. No other certificates should be attached.
6.
Candidates belonging to OBC category should submit proper caste certificate as per the proforma of Govt. of India, which should, among others specifically mention that he/she does not belong to the persons/sections (creamy layer) as mentioned in Col. 3 of the schedule to the Department of Personnel & Training in Govt. of India OM No. 36012/22/93-Estt.(SCT) dated 08.09.1993. The date of issue of the said certificate should not be more than six months from 03/9/2011.
7.
For claiming the benefit of PWD, the candidates should attach Medical Certificate issued by a Medical Board attached to the Special Employment Exchange/Vocational Rehabilitation Centre for PWD or Head of concerned Department of a Government Civil Hospital satisfying the prescribed disability criteria.
8.
Ex-servicemen fulfilling eligibility criteria can apply against the above post along with relevant service certificates and qualification documents prescribed above.
9.
Service is transferable to anywhere in India.
10.
The decision of the management in all matters relating to eligibility, acceptance or rejection of the application, mode of selection will be final and Management will not entertain any enquiry or correspondence in this regard.
11.
Management reserves the right to add or delete any number of posts without providing any communication to the concerned.
12.
A candidate can apply for one post only, which must be superscribed on the envelope. If a candidate applies for more than one post, the candidature will be cancelled.
13.
Application of a candidate having higher qualification than the prescribed qualification shall be rejected.
14.
Canvassing in any form shall disqualify the candidature.
15.

Experts present at the AIMA conference on 'Inclusive Health Care Management for Sustainable Development', here on Saturday, observed that information technology gives more access to healthcare in both rural and urban areas.
One such example of usage of technology is in the field of telemedicine services, which has proved to be a boon to the rural population. It has helped to extend the benefits of advanced medical sciences to remote and inaccessible areas.
Speaking of the significance of the use of technology Dr Pratap C Reddy, Chairman, Apollo Hospital said, "With the use of 3G technology, the bandwidth has made significant difference. Now we have better clarity, audibility and people living in far flung areas can seek the doctor's consultancy with the help of telemedicine facility. Using information technology for health care has been helping the industry. But still in many other areas, there is a need to combine technology with health care delivery system."
He added that teleconsultancy is not limited to India but even other countries such as Iraq and Africa are seeking teleconsultancy from Indian hospitals.
"The telemedicine services from our hospitals have largely been extended to various districts in Karnataka including Gubbi, Bellary, Kolar and Raichur," Dr Reddy said.

All systems were down for over five hours.
A spokesperson for airport operator Delhi International Airport Limited (DIAL) said while the back-up power supply system was activated automatically as soon as the electricity went off, a sparking in the system forced the authorities to disconnect it as a safety measure.
“Sixty-six departing flights — 25 international and 41 domestic — out of a total of 75 departures were delayed by over two hours. One domestic and 11 international flights arrivals, out of a total 34 flights, were delayed by over 30 minutes,” the spokesperson added.
Chaos prevailed at the airport as passengers were refused entry into the terminal.
The world-class terminal had celebrated its first anniversary this July.
“When the transformer tripped, back-up DG sets were activated, but as soon as the DG sets synchronised with the essential line, a spark occurred and DG sets were disconnected from the system as a safety measure. The faulty section of the panel was identified after a thorough inspection. At 2.55 am, it was ascertained that the interconnecting line, which provides redundancy in the electrical system, had a persistent fault. The faulty components of the high-voltage line and its associated components were identified and disconnected manually, and thus the faulty section was isolated from the system,” the spokesperson said.
The power outage affected supply to all the essential services. Building, piers, baggage handling system, passenger boarding bridges, escalators and travelators stopped functioning. Immigration counters, security check-in systems worked on backup till 2.10 am.
Initially, the airport staff carried out manual check-in, but this had to be stopped after back-up power to the security scanners failed.
Even heavy generators, which have been installed as a back-up for such emergencies, could not provide power supply.
Supply was restored to parts of the airport by 2.10 am. Officials said partial lighting was available for street lights, car park and terminal building. Full power was restored at 5.46 am.
The normal functioning of all systems, however, could be restored only by 9 am.
“The power supply was disrupted between 0125 hours and 0545 hours,” the spokesperson said

The story`s protagonist, Nabinmadhav, castigates the dysfunctional posse of English civilians for their "excessive preoccupation with law and order". He deprecates, "They had once indulged in indigo cultivation, then they switched to tea plantationa¦but had utterly failed to explore the huge assets buried deep within Bharat, be it in the hearts and minds of her people, or be it within her nature."
He further notes, "Deep within her hard-to-reach womb, the earth keeps stored tough metals that powerful ones have used to conquer the four winds". Nabin observes, "The poor have remained contented only with the produce of the earth`s topsoil - crops; and in the process their stomachs have dried out, their ribs gone skeletal." Hence, Nabin changed his job, learnt mining and became a geologist.
Tagore wrote his last three short stories at the age of 78. Of a different genre, these were compiled in the book, Three Associates. The three protagonists of these stories were professionals of science or engineering to presage industrialisation to the new generation.
But before someone even thinks of loading his trucks with illegally mined ores, he must stop in his tracks and reflect a bit on why he is doing what he is doing and what the consequences of such an action could be.
Illegal mining is the consequence of self-aggrandisement that comes from unbridled greed. Quoting the Upanishad, Tagore had repeatedly advocated ma gridhah, meaning "Do not greed!"
He had reasoned, "Why we must not give in to greed? Everything is pervaded by One Truth. Therefore, an individual`s greed prevents us from realising that One. Tena tyaktena bhunjeethah - let all benefit from what emanates from that Onea¦ma gridhah kashyaswiidhanam, that is, do not covet another`s wealth . " Manifested as corruption, greed is gnawing at the entrails of our nation. We need to stop this here and now, without giving in to self-despair. When greed overtakes need, it spells trouble. Tagore wrote his famous song `Ekla Chalo` (walk alone) during the days of national crisis so as to enthuse one and all to make the call of their inner conscience as paramount.
The monsoon is here once again, bringing with it welcome rain. What else can one pray for but renewal and rejuvenation? It`s time to sow seeds of hope for a better tomorrow. It`s also an opportune time to renew our social contact by cleansing our conscience and spreading hope. And it`s a good time to invoke the words of Gurudev as we celebrate 150 years of his birth. The ADP has been created in partnership with the Jones School of Business at Rice University in Houston, Texas, US. The institute will offer training and conduct research in business management, with the goal of advancing best-practices for the Indian business environment. SSIME, though closely allied to St Stephen's College, will remain an independent organisation. Hence, certificates provided at the end of the four-month programme will not be from Delhi University.
Rev Valson Thampu, principal, St Stephen's College, says, "As the landscape of employment evolves beyond administration and professions, the need for a world-class business and entrepreneurship education has become increasingly critical. SSIME is our response to that need. We are starting with the area in demand - mid-career professionals."
Sanjay Saigal, alumnus of the college, who will serve as the institute's director, says, "While teaching in the executive MBA programme of the University of California, I found that textbooks aimed at the instructors of the quantitative decisionmaking course did not conform too well to the kind of client-facing work I'd done for nearly 20 years in the industry. When I found that the problem of unnecessary theory extended beyond my own area, I started working on what turned out to be the ADP programme."
According to Saigal, SSIME, even though independent, is still associated with St Stephen's College because of the college's strength in economics and related disciplines such as history and mathematics. "These subjects provide leverage in understanding why management practices evolve, and how new practices can be best adopted by traditional and emerging Indian business sectors. We would be able to take the help of the college's faculty in teaching these subjects at our institute," says Saigal.
COURSE DETAILS
The programme is designed for mid-level executives. All aspects of the programme are geared towards making this intensive course as convenient as possible for the attendees and as low in opportunity-cost to her/his employer as feasible. There are four modules; each five-day module runs from Friday through the following Tuesday. A two to three-week gap between modules allows attendees to return to their regular jobs, minimising absence related efficiency loss.
The four modules include customer centric strategy, operations and information, global competitiveness and finance. Each module will be taught by an acknowledged expert in the area, and will include multiple guest speakers to add a breadth of perspective, as well as team based business simulations to allow attendees to dive deep into areas of interest.

Highly-rated Belgian teenager, Romelu Lukaku scored 16 goals in 37 league games for Anderlecht last season
(CNN) -- Chelsea Football Club have agreed a deal with the Belgian club Anderlecht to sign the 18-year-old striker Romelu Lukaku.
In a statement, published Saturday, on the West London's club official web site, the move will go ahead "subject to the player passing a medical and agreeing personal terms."
The four-time champions of England have been linked with the highly-rated striker throughout the summer, but until now the two club's have failed to reach agreement on the player's value.
A fee has not yet been disclosed.
Lukaku, who signed for Anderlecht when he was a 16-year-old, scored 15 league goals in his first full season in 2009/10 and followed up with 16 league goals in 37 appearances last year.
Lukaku has also scored two goals for Belgium at senior level in 10 appearances, according to the Chelsea FC web site.
Speaking after his side's win over Scottish Premier League champions, Rangers on Saturday, new Blues boss, Andre Villas-Boas said: "He [Lukaku] is a very interesting young prospect and we have to be able to position ourselves to be able to get this kind of talent."
Earlier in the day, Chelsea announced that Yury Zhirkov has joined Russian Premier League side Anzhi Makhachkala for an undisclosed fee.
The Russian international midfielder signed for Chelsea in July 2009 and made 29 appearances
